Cybeast is a fool!

"Hahahahahahahaa~! Oh, greetings, my name is Tatcy, envoy of Tatsuno Ironaka, the King of Hell! As you probably noticed, I don't think very highly of my pathetic light counterpart, Cybeast. Mostly because the man is so sick and tired of being handled and toyed with and played with by giantesses, he claims, and yet he never bothers to DO anything about it!"

"You know, I was once just that wimpy, pathetic, delusions of grandeur Mister Hero archetype Cybeast, before I met Tatsuno. A fun wolf demon who ruled over Hell. And so I decided to make a little deal with him for his power. It's not much, honestly, just my soul when I die....that's a LONG way away though, I still respawn!"

"But Mister Tatcy! I want to know more about Tatsuno!"

"Oh you do, do you? Well I'm afraid Lord Tatsuno isn't available, so you have me, and I'm ALWAYS happy to talk about myself." As you've probably noticed, something's not...right with the city I'm standing in. I did that. Lord Tatsuno granted me the ability to manipulate form as I please, and so I turned these monolith skyscrapers of steel and other frankly unappetizing things into cakes and chocolates...now I can eat them and everything inside~!"

"You won't get away with this! I'll stop you right here!"

HAHAHAHAHAHAHAHA~! OH, YOU'RE FUNNY!

....Wait, you're actually serious? ....Heh. I suppose I'm hungry. I don't suppose you realize what manipulation of form really means, then, do you, little one? Oh yes, I shrunk you, by the way in the middle of that sentence." He reaches down and grabs the little onlooker that had been talking to him and nonchalantly chews them up, swallowing. "I see you, you know. But this is for your benefit so you have Plot Armor, for now."

"Anyway, I'm Tatcy. Most of my backstory was explained to the last snack I had, but I knew you were watching. I am actually a switch at heart, but you'll need to win over my hormones to make me be prey, I will simply transform myself out of my predicament if I'm unwilling. Now then, onto the true power of my manipulation. Depending on your Plot Armor, which is to say what the story demands, certain things may or may not work. I can always Willful Polymorph myself, but people with little resistance may find themselves baleful polymorphed into weaker forms, or, if they have no Plot Armor whatsoever, even into literal foodstuffs. I can use my power on the land to chase my prey and box them in, terraforming at my leisure."

He laughs, continuing. "My abiltiy is a versatile one, and I'm always finding new ways to play with it. And if I want to eat you, I will eat you or likely die trying. And then I will RESPAWN! ....and likely grow bored and wander off. I have better things to do and much easier fish to catch. Hehehee~!"
