Even as far as Smeargles go, Mondieu is an odd sort. Choosing to live in a long, wide alleyway rather than out in the tall grass like most other Pokemon, he ventures out in the night in search of creatures that can serve as inspiration for the graffiti he leaves all over the place - most of it a spitting image of the subject themselves. They tend to go missing after the fact though, usually because of the means from which Mondieu produces his paint.
His digestive tract is unique in that it doesn't feed off the same nutrients as everyone else - rather, it either extracts colours and pigments from whatever he eats, or converts it into them. His own body then adds a concoction of its own that makes it glow in the dark, even inside his body or in the dead of night. Effectively, anyone he digests literally
becomes their own portrait when they're converted into sludgy paint and spread out along a wall.
Not everyone he eats ends up melting, though. He can put colour into people just as much as he can take away, and any colour changes will be treated by the individual's body as though that were always their natural colour. Sometimes he'll use somebody's body as a canvas in of itself, but he also loves humiliating people with it, decorating people with pink and sparkles that they'll be unable to shrug away afterwards. Leaving his pawprint on them as a mark of ownership is just the icing on the cake.
Finally, his paint can solidify both in and outside of his body into a jelly-like consistency, trapping people inside of it. Usually this means being compacted into a tight fetal position inside an orb of gelatinous paint, able to do little more than squirm and hop a little. Mondieu keeps a supply of these in an abandoned dumpster in his alley, in case he needs that extra bit of paint for a project. He can convert somebody into one of these blobs after they're digested too, but unless he sculpts them into a new shape, they're every bit as helpless~
