Background
Time, time is the key.
A being from the distant future of the year 41,349, Hikato is the future version of NeoH. Having developed god-like abilities that allows him control over time and space, Hikato was a key figure in the year 41,349, somewhat considered a god by others due to his abilities. he could change others into another with a flick of his fingers, slow time just by blinking, or resurrect a recent death just by breathing. All these abilities being formed overtime by the events after 2012.
The reason for Hikato's appearance in the Park is unknown, but one thing for certain, he watches over the younger version of himself in secret. Unknowingly to the young dragon, Hikato is the reason why NeoH gets out of whatever permanent form he is in, creating a alternate Neo and then transferring the memories of the old Neo into the new one. He is a Guardian.
Abilities
Time Warp: Hikato can slow down or speed up time at his whim, either for himself or others who he is interested in. Its a powerful ability, and its the reason why Hikato is in the current time period.
Reality Manipulation: Hikato's main ability. He primarily uses this to change the form, gender, and age of anyone or anything. Because of this, he is a force to be reckoned with to both predators and preys.
Shapeshifting: Being a master of reality manipulation, Hikato can change his own form too. This is used to disguise himself depending on the situation, or to lure potential victims.
Forced Reformation: Hikato can reform anyone he had eaten, giving them another chance to live.
