Although the dozens of twin Anna sisters that populate several continents are well-known for being money-loving merchants, they've actually performed a variety of tasks unrelated to keeping shop. This young Anna, for instance, idolizes an older sister who ran the tutorials in Path of Radiance. She aspires to be helpful and informative, too. But... she's not quite there yet.
She spends her days cramming new information into her head, but somehow the words that leave her lips are never quite the same as the ones on the page. And in her zeal to be useful to others, she'll often offer tips on subjects she has no knowledge in. Her advice, as a result, ranges from misguided to completely ad-libbed bullshit. The saying "Wisdom out of the mouths of babes" does not apply here.
Her advice has lead to numerous "accidents", for which she of course takes no responsibility. "What's that? A rampaging giantess is eating your town? Did you know that sometimes enemies are just misunderstood? Try talking to her, and maybe you can recruit her to your side!"
While she's not nearly as money-crazed as some of her siblings, she still finds herself innately attracted to coins, as well as shiny objects in general. She can often be found behind her makeshift wooden advice stand, which advertises advice for a single gold coin. In reality, though, it's pretty easy to get her talking with or without payment. If she really trusts you, she may start asking you questions, back. She's naturally inquisitive and wants to learn, but doesn't ask just anybody for help, or else they might think that maybe she doesn't know absolutely all there is to know about the world, or something.
And while she (is the only one who) believes in the integrity of her advice and thus would never accept bribes, no doubt a cunning predator or two has fed the girl misleading information, which she then repeats to budding heroes and adventurers. "Oh yeah, that route is completely safe! Certainly no hungry dragonesses lying in ambush there, I'm sure of it!"
In short, she's a well-meaning girl with a voracious appetite for knowledge and a love for sharing that knowledge with others. Just take her advice with a pinch of salt, or you'll find yourself on the wrong end of another sort of voracious appetite, with a pinch of salt.
