Zeka a lugia? Well somewhere along the way she got turned into one. Or was ate then merged with one... Either case she is a lugia. with a love of little humans and will do anything to protect them. Maybe meld more into her form if she feels its better that way. Just give a lot of love to her and her thighs and she will love you very much.
We can go with Zeka was just wandering the world, her world before ending up in Johto... or was it another region? anyways. She ends up in the lugia cave... and it is either the magics of the world focusing on her... Lugia eating her, or unbirthing her and laying her egg she ends up a Lugia herself and with more psychic powers than normal. As for moves... Not really interested in pokemoning out for this one. LEts just say she is strong enough to face most threats besides the deity pokemon.
