Sometimes we get involed in things we wished we didn't. Witnessing a murder, stumbling across a mafia-esque organization, or just 'knowing too much' in general. You've become a target of some less-than-savory people, so you're going to need some way to escape or hide from them.
That's where the Witness Protection Program comes in.
Here, our job is to keep our clients protected from those that wish to harm them by relocating them. However, unlike most programs like this, rather than being sent to a new town with a new name, they are allowed to keep their current identity, but are hidden away...within one of their employees!
Yes, the client is safely stored away inside the womb of one of our lovely employees. Your pursuer could potentially find you hiding out in another town if he was persistent enough, but no one would suspect a pregnant woman to be housing a fugitive within herself.
The Women of the WPP
Hana
The veteran. A poor miko who only has a job tidying up a Japanese shrine, and gets very little money out of it, so she rents out her womb to the agency to draw a second monthly check. Over time, she started to really enjoy her work, although this developed a slight problem, as she tends to become a bit to attached to her clients...

Caroline
The more motherly type. A gardener who, while having a terrific green thumb for plants, is biologically impotent. So, since her womb is incapable of growing a seed, she wants a plant that's already grown to transplant into it, so she applied for a job. She has no problem letting clients out, but she just flat out WILL refuse if she doesn't have another to fill her back up right after. It creates a sort of void.

Mary (blue) and Kate (green)
The two-for-one special. Being so closely related, they tend to have one occupant between them, and on occasion switch one of them the occupant is in from time to time to screw with them. They really dislike when their client can't tell the two of them apart. The two will also each take in a pair of clients, one inside each, should the need arise.
There are other employees working for the WPP, but they'll make themselves know when the time is right.
