The technology of the Underground is quite a bit above the average normal world. But the corner stone of if is the Re-animator, it allows a person to be reformed after they are killed, as long as they can pay the resurrection fee that is. Which is a meagre sum, as you only pay for the raw materials used to recreate the body.

The location of the City changing constantly, one day it can be undersea, the next in space, underground, floating in the air. But everyday it also changes location on any map it can be found on The Underground, the most heinous city in the world. Unknown to governments and organizations alike, it is simply a refuge for those tried of the rules and laws of society.

Madam Sibyl
Madam Sibyl, as she is know to the public is the founder and ruler of the city. Aloft and mysterious, she resides in her tower. Only appearing during her own private parties and when there's an announcement going out to all residents.
Taili
Taili is a everyday person, sometimes just appearing randomly at points through out the city. But whenever there's a large event happening, or incident, she's always there. Watching and observing. Some say she's the Madam's eyes and ears in the city.
Maid Suit MKII
The Maid suit is one of Madam Sibyl's creations, one of the punishments for doing a crime or simply for annoying her too much. Here we see Tali wearing it for being naughty.
Prince
Prince is a a genuine royalty, but from what country no one knows. But he's a hopeless pervert with odd tastes, he enjoys restricting and reforming his playthings, shaping them into more pleasing and enjoyable forms.
Kall
One of the more exotic residents of the city, Kall is a drow. He lives a comfortable life as a company executive.
Harsh Horse
A retired superhero, now the chief of the Investigative Crime Department. The local law enforcing agency of The Underground.
Moiara
A enigmatic master thief, so far have only been caught once in her life long career.
Clone Slave 1
Being a place without rules and laws of the normal world, they found the perfect solution to having slaves. Simply clone them and grow them after the specifications of each buyer. Clone Slave 1 is Madam Sibyl's first slave, and the first person new citizens meet.
Rogue
The daughter of Moiara, and quite quick to follow in her mother's footsteps as a thief.
Farina
The number of entertainment businesses are quite high in number in the Underground, and Farina owns one of them. The Luxury Resort Bathhouse and Spa. It is a indoor pool, with an island, that have a luxury hotel built on it.
Anubis
After the end of his rein, thousands of years ago, Anubis have today settled down inside the Underground and is in charge of the Re-animation Central.
Kim
Kim was a world famous super model a year ago, today she's the best designer in all of the Underground. Having her clothes shown to others, rather than showing other's clothes.
Pume
Pume is a porn star, but these days her movies are far from what even the most shrewd of director would ever let pass over his desk.
Tammaria
Tammaria is a half demon that was spawned after her mother was raped, she was quick to come to the Underground during it's creation. One of the first, and oldest citizens to date. She owns a chain of night clubs, the most popular ones.
Hellen
Hellen is one of the few preists that have found their way into the city, charismatic, kind, and a fanatic to her own religion. No one's quite sure if she made it up herself, or if it's the making of some twisted deity. But people agree, they like the sacrifice rituals.
Domina
One of The Underground's super villains, one of the kinkier sort.
69-ZX-7
Androids have long since been a hit in the Underground, some of them with specific purpose like ZX here. He's also one of the most popular models for high school students to own.
The Kamikazes
One of the local gangs, situated out of Underground High. The local high school. They're mostly made up out of bored students that goes out on town to "have a good time" or simply hang around the school.
Cat
Cat is a good student, he gets above average grades. He behaves during class, and stays out of trouble. His only flaw is that he spends most of break time on his knees for the Kamikazes. He doesn't seem to mind much.
Anna
The school nurse for Underground High, ever since she came to school, there have been an increase in nurse visits.
Sailor Dark Star
A mystical experiment gone wrong, now a supernatural creature is lose on the streets. Doing what ever it feels like, be it fighting crime, breaking necks, or giving head.
D-Sally
The younger kids sometimes need to be put in their place, sometimes the older ones to. That's when mothers, wives and girl friends call D-Sally. Even if she gets just as many calls from fathers, husbands, and boy friends.
