To call Tajji a victim of the system is a disservice to her talents in her field. Easily one of the best pickpockets in the state, she's proven herself more versatile than her other lock-jockeys. She's become indispensible to her partner, and sister, Mitsujji, as the advanced AI she's allowed to study her helps Mitsu refine her craft, and vice versa.
Truth told, Tajji doens't even need the money. She just enjoys having something to do with her time that's so exhillarating. There've been at least a few incidents, however, good as she is, where she's had to resort to disposing of loose ends. She's proven herself more than capable, and honestly, she's started taking more of these dangerous missions in the hopes of snagging more free food.
