Name: Black Hat (?)

Race: Unknown (thought to possibly be a cosmic horror by some)

Gender: Appears to be male, and responds to male pronouns when addressed

Age: Undetermined. (Has no physical indicators of age, or of being a natural born human for that matter)

Appearance: Tall, skinny looking man with greyish skin. Usually seen wearing a black gentleman's coat over a red dress shirt and grey vest. A name sake black hat is usually seen on his head. No visible nose, wide tooth grin similar to a croc. Unconfirmed reports about sighting tentacles sprouting from his back.

Personality: Twisted. Enjoys the pain of others, namely his assistant. Chaotic evil, though with a helping of ruthless buisness man as well.

Case notes: Black Hat is easily one of the most powerful and dangerous suspects on record. Powers include shape shifting, regeneration, some form of dark magic, and seeming reality warping abilities. Full abilities are unknown. It is strongly suggested that Black Hat works as a weapons dealer for other criminal forces within the city, creating new tools and weapons to help with various crimes. However, no hard evidence has been found to link Hat to these crimes. Thus, Black Hat will remain on the Watch List for the time being. Agents are strongly cautioned to avoid direct contact with Black Hat. Safety CANNOT be promised at this time.
