Setsuna Meioh is a University student in her human life but her Senshi identity is that of Sailor Pluto, having to watch the Time Gates for ages, she has been watching the time flow to make sure things go as planned.
She joined the Outers in fighting the Death Busters despite having helped the Inners before in helping them get to the future, she along with the Outers adopted the reborn Hotaru Tomoe after destroying Pharaoh 90, Setsuna takes the role as the guidance for the Senshi alot of the time giving them information on enemies if she can.
Sailor Plutos power are based of Time and Space though with hints of Underworld themes, since her main attack is called Pluto Dead Scream which instead of shouting she whispers it out.
