In the depths of Ultra Space can be found a multitude of other worlds, some remarkably similar to our own. Giovanni first tapped into these when he formed Rainbow Rocket. While it was short lived, he did get a great deal of inspiration and power, and one of the things he found on later explorations of this new avenue of opportunity and potential...was a version of Jesse that was not only competent, but extremely so. Enough that in that version of Kanto, she was not only an administrator of Team Rocket, but Giovanni's second in command! At least until her own specific Giovanni vanished. Leaving Jesse to pick up the pieces. Giovanni was rather stunned to find this, but opportunity was knocking, and Jesse was recruited to come back to his version of Kanto.

As for Jesse herself? She was rather stunned to find that her own self in this world was...while not the worst grunt, had a reputation for chasing a single lone individual and failing fantastically repeatedly and constantly. Naturally one of the first things she's done is pay her alternate self a visit to set the record straight. After that? It's all about building up her own power, and Team Rocket's of course.

Personality wise she's really not that different from Jesse at all, she's simply...a better trainer, better pokemon, more competent and intelligent. She also doesn't seem to have any knowledge of James or Meowth. That probably doesn't account for the difference in ability, but it's still an interesting thing to note.
