Say hello to Lillian, And yes she wears clothing. She just has some ruined sets. And as such they do have that lewd look. She considers herself a princesses and has a castle of sorts. She lives in it and has servants... though it isn't a bad life. She always was vain, and now has much reason to be very vain. She might not have wings but she has pride, and fire. She is a lovely female and loves those that have come to her to serve her. They can pick different roles.
There are the castle servants that tend to her comfort and helping her dress. Others are her knights and they have armor and weapons. So they get to defend the dragon they find they like. Her knights get a time with the princess, more so than the servants. As for how she gets servants and knights? She searches out different humans. She can bring them back so long as they possess things she wants. Loyalty even to a dragon, and the ability to do one of the jobs around her castle.
Though the other option was that they live in her town near her castle. So indeed she is a royality. Though she had no king dragon or queen dragon, She is a princess. As for becoming her prince... well that is some work for a human, Cause she sees them as her servants. Though she isn't a harsh one to her servants. She is really nice. Unless it is attempted murder of her, or complete disobediance, She is rather chill about her servants and how they work around her castle.
Then her town gets to grow food, work metal, hunt and work leather. She does take some from their lives. That being food if she can't be bothered to hunt that day, leather work for her dresses, or gold if she wants some. Yes she does have a hoard. However she doesn't take all the gold and often it filters around since she does have to pay her servants. So it all works out and is a nicer ruler than most human ones. And she doesn't seek more land, she is happy with her place.

Or alternatively, you find a dragon that has found clothing that is rather large to be lewd with, and likes play... more or less what she was before her castle and her servants. Making you possibly the one that sparks her desires to be the princess she would be in the future.
Still the same friendly dragon, just don't try to hurt her. She will still fight to defend herself.
