Passives

Authority - Penny is used to being in a position of power. She is used to things going her way and quite easily given the support she has from the school staff and board. Whenever a battle starts or she moves into a phase where she is winning from previously losing she gains a confidence boost and gets a +3 bonus on the next roll, this wears off to a +2 the next turn and so on. The initial bonus degrades by 1 every time she moves into a losing phase.

Civil disobedience - Every time penny moves into a losing phase she has a chance to whine and pout uselessly about the other party's refusal to bow to reason. "The rules say she should be eating you!" If her roll is greater than her health than she is more concerned about this breach of rules and wastes a turn ranting.

Actives

Boob persuasion - Penny uses her goods to tempt the competition. By rubbing up against them and tempting them with promises of touching and feeling them Penny lulls her prey into an erotic state. The healthier they are the more apt they will be to succumb to temptation. If she wins the roll phases resolve as normal and the opponent's next roll is reduced by their health pool. This can be done from any stage both opponents are outside each other. But only once per set of phases outside each other. So if you or me comes back out of each other it can be used again.

Ass persuasion - This is less persuasion and more by force really. But there is teasing abound. Penny slams her huge ass against an opponent pinning them to a surface. She grinds her butt cheeks back and forth. This normally wouldn't hurt most people But opponents weakened by her are at risk. Her roll is bolstered by an amount equal to their missing health and the attack doesn't move an opponent a phase but damages them by 1. If she loses from this move though Civil disobedience's effects are doubled.
