What's more terrifying than a psychotic child who thinks her stuffed bear is alive? Well, put that child in control of the I.D.S, a military presence that puts the US and China combined to shame, and see what happens. Thus is the case of Penny, the "daughter" of the madman Dr. Caulder. Being the fourth and youngest of his "children", she is seen as daddy's little angel and allowed to play with whatever "toys" she desires, her favorite being the Great Owl, a gigantic bomber, and the War Tank, a hulking monstrosity of a tank with a total of five barrels and three machine guns. Penny also seems to be the only one who really understands how her "father"'s weather machine works, able to summon a sandstorm, torrent of rain, blizzard, or shroud of fog at will.

Penny's favorite activities include sending out her toys to spread destruction across the land, giggling at the funny sounds things make as they explode, as well as run strange experiments on POWs.
