Paza is an old entity that has waxed and waned in power depending on when she is encountered for how often her sin is partaken in depends entirely on how devout mortals feel. This is because through the ages Paza exists as a symbol, an idol, to come to the unaware and gulliable to lure them away from the worship of proper deities. A literal false idol given flesh and form to continue her work through the ages, always managing to just escape the divine wrath that always seemed to follow her arrival.
So how does Paza convince more and more people to abandon their ways to devote themselves to her if her 'followers' keep being wiped out~? For one, there's rarely survivors one way or the other. Second, at first she seems to be exactly what she claims to be. A benevolent god that bestows boons and blessings on the newly faithful while requiring little in return, but..she does require something making it easier for mortals to rationalize why she watches over them since she clearly gets something out of the whole arrangement. Third, her faith is one that is very...rewarding for mortals, full of excess and physical gratification that usually leads to booming and content communities. Once one takes into account all that, it becomes easier to understand how she leads so many astray..
Even if she does require cute little things to slake her lusts on and the occasional sacrifice to fulfill her other hungers.~
