Hold your horses, I'm workin' on it!
This is something of an idea profile, documenting and exploring a particular idea I have. The name should be a hint, but for now I'll have to leave the details until later.
The general idea goes as such: in various places, times, and organizations, there exists the desire and will to document various states of nudity of people. That's probably a lot of nonsense to most, so here are some examples.
The land has been conquered by a invaders, and as part of the surrender the civilian populace must undergo registration, with certain segments of the population being into a database for something similar to a "draft", who many then be called up for "service". This includes health screenings and full nude documentation. Those deemed suitable then undergo a second phase of screenings, interviews, and testing. Finally, the best of those are taken as a "tithe", their fates to be later determined by the individual predators they are assigned to.
The local public schools have an opportunity to get a massive amount of funding, but only if they participate in a new program run by some governmental agency no one's heard of. All they have to do is, starting in junior high, have the girls in P.E. classes line up after showers and wait to be called into a private area. Then, photos get taken of them clothed, then from each side nude. This happens at the beginning of the year, and it occurs annually until graduation, where one last set is taken. The purpose of these photos is currently unknown.
The local predator groups have begun a "Catch and release" program. The first time you get caught, you're taken one of their markets, and given the option to either be sold or be documented. Those documented will be released afterwards, and so long as they don't get caught a second time within a period of six months, will escape the jaws of the predator. Those who perform, well, "extra services" for a period of approximately a week get a non-predation pass that they can flash before any predator in the local community to avoid being eaten. Predators ignoring this pass... will be dealt with.
The local orphanage makes a new policy to try to reduce poor treatment of the children: regular documentation to be able to spot any new scars, bruises, or other mistreatment when entering a new home or transferring to a different location.
