So the story behind this... Neetaja wasn't orginally an Argonina, or a dragonian as it is in this head canon. He was a human in a festival, the festival to the dragons, and some of them would find who they wanted from the group. And take them as theirs. And the humans are not human after the dragon has their way. Both males and females turn their chosen human into a Dragonian. Of course he was given a new name. Some of the better things of being a dragonian over a human has the part of strength, digestive track is stronger, and armor of scales even if they are not the same as his Companion.
Festival dragons have heavy magic. and their wings are made of that magic so they are flying using it and living their lives almost like Flammies. Bathed in magic and power. But at the least they are very kind to all unless attacked, though could be said about any being in the world. But sometimes they will let themselves to be killed if it would change the mind of those who hunt them. As it is a curse to kill one of them. Cursing the killer of inocent Festival dragons to death by disease they can only get the cure from another Festival dragon. As such one has to beg forgiveness from the race of dragons to have hope of being cured.
As Neetaja has his new form He has used it to get what he has now. Armor, heavy two handed weapon. Perhaps a lot of fighting pride and wants to use his form for what it could be used for. Thus turning his attention to being a mercenary kind of Draconian. Festa his dragon is around and helps him often. And does enjoy having sex from him as well. No one to say no...
Now the kind of meetins to be had?
-Meeting the dragon and rider together in less than desirable conditions (Being a theif, or stow away in a chest
he brings along on a trip... Something that would get the ire of the two)
-Meeting the Draconian in the bar asking for him to be a protector.
-Meeting Neetaja before the festival and seeing him after it.
-Meeting Festa before the festival (She won't pick you over Neejeta, but she wouldn't mind playing with you as a toy)

Neeteja stands at 6 foot tall. A foot more than his human form, so yes as a human Neeteja is 5 foot tall
Festa can size shift between the sizes of 9 to 28 feet tall, and 27 to 84 foot long.
