Naran was born a small little dragon. Unknown why. But he did have every bit of food his sibblings had. The reality of the issue was he had both a defect and a rare migit symtom that is why he is so small and why he is small all his life. He isn't a predator by any means, so that means that you might as well just greet him as a friend since he will be no bigger than a a human if he is lucky by his 50th birthday.
