Sometimes they are citizens, sometimes they are mayors
Sometimes they run errands, sometimes they sell real estate
Sometimes they drive karts, sometimes they lurk right behind you with an axe or a fully-charged energy blast in their pocket, ready to hurl you into oblivion...
No matter their occupation, they are all simply referred to as "Murabito". Or "Villager". But do not call them "Dorpsbewoner", that'll get you a tree flung at your face.
Murabito come in two varieties, we'll call them the Mayor type and the Citizen type.
Citizen types (as seen in the main pic/gif), are pretty short, and usually come in numbers. They are also a bit aggressive at times, possibly due to getting a taste of battle. While they appear rather 'creepy', they can still be rather nice despite their newfound love of kerfuffles.
Mayor types, however, are a bit different. Notably, they are taller, and are usually either in pairs or alone. They even sometimes lead/guide the Citizen types. Mayors are a bit more pacifistic than their counterparts, but that's not to say they are doormats. They do have their own stash of tools to retaliate with, some gathered from many kart races.
