Miazma tries. She tries really, really hard. I mean, can you blame her? Being a limbless torso is pretty much the worst, even if you do have neat psychokinetic powers and a blob of blueberry jello to protect your otherwise-helpless ass. She wants absolutely nothing more than to be intimidating and powerful, to become the sort of unprecedented genius that she grew up hearing stories about. She wants to own a massive technological lab like the one that provided her cybernetic limbs. She wants access to vast repositories of knowledge and innumerable resources to experiment with. She wants people to respect and admire her for her abilities. She wants, she wants, she wants-- but poor Miazma doesn't get much of anything to speak of.

It's not too hard to understand, then, why she decided that she wanted to become a supervillain. If she didn't have to abide by nuisances like laws and morals, she would be able to get her gooey hands on everything she wanted, and more! ... In theory, anyway. Miazma is greedy and ambitious, yes, but a lot of her desires simply stem from the want to be noticed and taken seriously. Even in a world where nonhuman beings run rampant, she's distinctly odd, and it's only thanks to her artificial enhancements and defenses that she's able to experience anything resembling normal life.

In her efforts to be treated as something other than "a floating blob of blue jello" (something she's been called far more times than she would like to admit), she often tries to take drastic and violent measures... but, sadly for Miazma, these attempts have proven consistently fruitless. She absolutely sucks at being a bad guy.

She has it in her to be mean, sure! It isn't that she has no capacity to be cruel, because she's proven otherwise on quite a few occasions. No, she's just legitimately incompetent. Her excessive hamminess and over-inflated ego often lead to the failure of her plans... plans that tend to be needlessly convoluted, since Miazma usually thinks in minutia rather than looking at the big, obvious picture in front of her.

Analyzing situations in that manner makes her feel smarter, though in truth she is very intelligent; it's her common sense and intuition that are lacking, though she would be loathe to admit to either. The girl is nothing if not persistent, to the annoyance of... pretty much anyone who's ever dealt with her, really. She's more of a nuisance than a threat-- and while that's the exact thing she wants to change about herself, it'll probably be quite a while before she has any real success.
