Luka is one of the Vocaloids, or virtual idols, and is also bilingual, capable of speaking both Japanese and English. As she is essentially a vritual actress, she can be used for many different roles in different stories, so she has no set personality as such. She is also sometimes associated with fish because of her last name, "Megurine", sounding like "Maguro", tuna.
