Lucia is a Celebi who is very outgoing and likes to have fun with others. Because of the time traveling powers, she can visit anyone in the past to the present and to the future. But her age is unknown since of time traveling.

-Time travel: She can be able to time travel to different periods of time. And she can be able to take others with her.
-Age change: She can be able to change the age of others around her. With other pokemon, can even change the evolution on them.

-History protection: She can undo any events that she done in the past to prevent changes in history.
Home
Her home is could the Forest of Time. This forest is not found in this universe, rather it is a gateway to different time periods. And this forest is endless as well. In the center of the forest is the Tree of Ages. The tree is the central place for anyone to travel through time. No one can age in the forest and can live forever. Reason is the laws of time doesn't affect in the Forest of Time.
The Tree of Ages is connected to Lucia. If Lucia dies for whatever reason, the tree creates a new Lucia with all of her powers and memories.
