Gardevoir (Japanese: サーナイト Sirknight) is a Psychic/Fairy-type Pokémon. It evolves from Kirlia starting at level 30. It is one of Ralts's final forms, the other being Gallade. The tutu-like skirt that Gardevoir had as a Kirlia had became an elegant ballroom gown, with a similar green underside. Its ‘hair’ style has also changed, with ‘curls’ down the sides of its head. Gardevoir has long, slender, white legs underneath the gown. Gardevoir's arms are now green; its arms are connected to the hand with no defined wrist. Gardevoir owns long, slender fingers that are connected to the arms directly, appearing more glove-like. The red fin-like horns it had on its head before evolving have now moved to its chest and its back. Gardevoir also has spikes to the side of its face that has a close resemblance to a masquerade mask. Gardevoir has a band of green extending on its chest to the centermost horn and then connecting to the sleeve-like arms, almost appearing to resemble a Torso or top-like part to a dress.
Gardevoir can sense the feelings of people and other Pokémon. It can also see the future clearly. Gardevoir has the psychokinetic power to distort the dimensions and create a small black hole, in order to protect its Trainer. Apparently, Gardevoir does not feel the pull of gravity because it supports itself with psychic power. It also has the power to teleport. In addition to Psychic-type moves, Gardevoir can also learn moves of a variety of types, such as Energy Ball, Thunderbolt, Focus Blast, Shadow Ball, and Charge Beam. As a fully evolved Pokémon it can also learn Hyper Beam and Giga Impact.
Gardevoir are known widely for their loyalty to their Trainers, even to the point of sacrificing their own life for them. In the wild they go in family groups, caring heavily for their young.

Luanne is a lot of things. Lets get the easy things out of the way first.
Yes, she is a feral Gardevoir.
No, she evolved in the wild.
Yes, she is narcaleptic.
Yes, she is telepathic, telekinetic, and Empathic.
Yes, she understands english, and can speak in your head.
No, chances are she won't speak to you if you ask her.
Those things aside, she is a barely evolved Gardevoir who happened to evolve out of chance. She, as a Kirala, had been pursued by a couple of not so nice trainers who had rather underhanded intentions for her and her sisters. Needless to say, being the 'embrace' pokemon that she is, she easily sensed the dark intentions that the trainers had, and did everything to protect her brothers and sisters from being captured. In that fight, she found herself far outmatched, but the sheer need to protect them caused her, and a number of her brothers and sisters to spontaneously evolve...and summarily defeat the trainers.
Normally, this would be an impossibility, but Gardevoir have to evolve in the wild somehow to care for their kin...and Luanne was one of the few that pushed through and evolved without the need of a trainer.
Of course, this did make things hard...She needed companionship...the kind that her own kind could not give her, mostly since she did have a narcalepsy problem that annoyed her kin, but that is beside the point. The day she changed marked the first day of her search.

Personality
Clingy is a good word, but the fact is that most Gardevoir are clingy and needy pokemon. They attach themselves to their trainers on such an emotional level, it is not out of the question to find a trainer who releases his elegant Gardevoir into battle, only for said gardevoir to turn around and hug right onto him. They might even need to force themselves away, simply to continue the fight!
Luanne wouldn't be much different, though she will have a strong hatred of being inside her pokeball, given she lived most of her life outside of one. As well, she tends to fall asleep...a lot...and is prone to fall asleep even when clinging to her trainer, whoever that may be.
Abilities
Synchronize: Synchronize passes on status problems to the opponent that caused the problem. Also, if a Pokémon with this Ability is leading the party, there is a 50% chance that wild Pokémon encountered will have the same Nature as the Pokémon with Synchronize.
Narcalpsy(not a real pokemon ability):Unique to Luanne, Luanne has a 60% chance of falling asleep in battle randomly, and a 60% chance of automatically using 'rest' when its hp falls below 10%.
