Overview:
Yup, this bloke isn't the brightest of the lot. You see, he was once just a regular dude! Only problem that Oddcorp.LTD thought it'd be okay to drag away a local orphan that fate just thought would be fun to watch suffer a bit more. So at the adolescent age of 17, he was taken away by the men in white coats. Money under the table, the supervisors never saw a thing, corp was happy, one confused younglin', was just confused! Thing is, they just wanted to test out some new hair care and body lotions! Seriously, that's why they took him, he had no special DNA, they weren't going to inject any funky stuff into him, it just ended up that they wanted some rather permanent test subjects, yes, for their hair and bodycare line! The 'Evilcorp' was just next door to these fellows who really just minded their own business for the most part. So time went on, he was given a decent apartment to live in, considering how it was 'Co-ed' they would even shuffle the people about a bit just so they wouldn't be isolated from each other for the most part.
During the times that they weren't lathering away on new mixtures that produced fragrant smells that would make a Queen or King swoon on the spot for the wearer, they had free time! Lots of it too!
Albeit, as fate turned out and as this plot needs something to explain the Chamsnakeman that we have here, the Biogeneticfuselage™ that Oddcorp had, had a failure in the cooling system. Despite having a six year guarantee that it would work for that amount of years minimum, it was only on the second week that it blew! It was at that point in time, where our protagonist here was using some of the hair and body mixture, unto which due to the meltdown of the radioactive supercore of the fuselage, it turned him into what we have now! Due to the situation, the place had to be evacuated and well, our fellow protagonist would have none of the 'screening' business done by the army! Thus, while trying to sneak away, he saw that his body would start to turn to the colour that of which he wanted, so that was far easier than expected.
After a number of years later, now in a good full-fledged 27, yes, a decade passed 'till he got here. He now roams the park, looking for a purpose aside from having free racks of rib and the like. Well, that is quite the good prospect alone, though he'll be sure to take advantage of what's given! Perhaps make a friend or two who'll home this stranger and perhaps not really mind his odd fixation with raw spleen!

Much is to be found out, so fear not! Try talking and seeing where things can go, he's mostly a harmless goof.

Alright! With that done, let's hope you're still with us as there's some more info for you to know!

Appearance! Descriptive and TL;DR versions available;

Standing at an odd 6' 8", you would see what happened to look mostly human, short-cut wavy Alice-blue hair with a bit of bangs growing on the sides, though aside from the outline and the hair, things start to change from here onwards! For starters, he's got Violet Sclera (Aka where the eye is typically white), with the regular slitted pupils and a Green iris. The facial structure doesn't have anything odd though on the skin, there can be seen some light scales on his face but mostly along where one would have facial hair (excluding the upper-lip). While they can change in colour, by default, it would be Cyan, though one notable feature, aside from the scales are the fangs that seem to pop over his lower lip just a slight, though they have two holes per fang! One down at the tip of it, another facing the outside for it, able to control the venom flow, he can use either the tip or the facing ones at will.

Looking further down, the entire back part of him is covered in said scales Lacks fingers, instead, has sharp chitinous and muscular spiny-like finger replacements, longest being at 5" and shortest at 3", heavily segmented for flexible use also allowing him to allow him to climb and/or dig with ease! The front part lacks the soft-belly most reptiles have, going for patches of thick scale like Armour over the vials but with bits of pale-human flesh covering the non-vital areas, as if to advertise what he once was!

The naga part is not entirely different, keeping the scales the same, perhaps the most questionable part is how he's 20 meters (65 feet) long as the tail goes, the underbelly is a very thick layer of softly scaled flesh though feeling more like somewhat moist skin. Featuring a girth of 1 meter (3ft) along most of the tail, it is a mixture of great muscle mass and the large organs packed within! Also, a side-note, the tail splits into two separate ones from the last 2 meters into two separate ones going down from 75cm in width and ending at 30 cm in width at the end. This is done to help with locomotion for the most part really due to his size.

TL;DR version: Unkempt Alice Blue hair with bangs on the sides
Violet Sclera (Aka where the eye is typically white), with the regular slitted pupils and green Iris.
Has Cyan blue scales where facial hair is typically present except on the upper-lip. Same scales also cover the entire back half of his body (Arms, legs ect)
On the front, same scales thickly cover the vital areas, pale human skin show non-vital parts.
3' 2" tall torso.

Naga part is pretty much same as above, though is just long and rather wide too 20 meters long and 1 meter wide far as the tail goes.

He really does seem to like spleens for some reason.
Is pretty strong,
Venoms:
Liquefy: Applicable outside and through injecting it, he can start to melt away with just having this venom work away on them!
Aphrodisiac: Because seeing them going ahegio with want to be eaten tickles some deep seated desires.
Blood play: Helping with clots and isolating other substances in the blood to remove them. May also help an athlete with a thickening agent!

P.s, yes, this all did come about as he was in the shower using the products for Hair/body wash due to that generator. Evilcorp as a neighbor was never much of a good thing to happen to Oddcorp.
