Have you ever noticed? The pokemon world is filled with myths and legends, if you know where to look. Many of them live to even the present day, from the fabled creator Arceus, to even local folkloric creatures like Unova's Swords of Justice. Livya is one poke-verse's living legend - their incarnation of Kyogre in particular - and one that is maybe... more special than some worlds' might be. For Livya is more than /just/ a powerful pokemon. On some levels, she is a legitimate ocean goddess, if not an omnipotent one per se.

Not tons has changed from what most might know about her species, really. Livya is the patron of all oceans, the lord (Lady, really) of the sea, and once fought Groudon in the distant forgotten past over where the boundaries of land and sea were drawn. But time has passed. She wasn't asleep, as much as she was bound by Rayquaza's truce to avoid interfering with the rightful balance of land and sea (or, more specifically maybe, fight with Groudon enough to piss Rayquaza off). In her universe, the legendary pokemon often had more fabulous powers, and on some level were about as rightfully deific (or at least, well, /legendary/) as they should be. As goddess of the ocean, Livya was one of the bigger beneficiaries of such, and even set herself up in a religious light, whether by protecting the faithful and just at sea, or by using her wondrous powers to promote the proper reverence of ocean life.
In the modern era, there have sometimes been incidents, there has been a decline in the faith - more people have begun to think that the divine policy of limited interference practiced by higher beings like Arceus, as well as the march of science and the practice of pokemon training... has made the lesser legends a bit more trivial. Their often falling back further into the wilds to avoid capture by ambitious or even sacrilegious trainers hasn't helped matters either. Livya isn't immune to this trend. The Team Magma-Team Aqua incident happened in her universe, as well, the use of mystic artifacts to bind her and essentially re-enact the ancient war of land and sea ruining her reputation even further. But she tries, the girl really tries!
--=The Present=--
Whether in a normal pokemon world, a more divine pokemon world like the one described prior... Livya can be played with normally. She might just have an interest in you for some reason...~ But if you instead play outside of the pokemon world, in another setting, or even the Nexus... maybe she managed to convince Dialga and Palkia to let her visit other worlds to have some fun? Who knows~

Livya has a number of abilities, as would befit a 'more-legendary', Legendary Pokemon. She is not limited by maximum amounts of moves, and is more than experienced enough to use nearly any move available to a Kyogre. She, likewise, can summon rainstorms due to what, in game terms, would be her "Ability". But in addition to all of that, she /in general/ has authority over ocean water, usually stemming from the capabilities that make her 'pokemon moves' possible, and as such can make waves, whirlpools, calm seas, wild seas... bending water to her will is easy, though usually only a body of water rather than loose water itself.
Of special note, though, is that Livya can either appear human-like as depicted... or in her 'natural' whale-like form. And in addition, in a time of need can undo the limit brought on by the Truce of Calm Skies Rayquaza imposed on her and her world's Groudon, to activate Primal Regression - which can be done in humanlike or 'feral pokemon' forms equally well. In the case of Primal Regressing while in human form, Livya can choose to grow like she would while feral, or not do so. (She's normally around 5'7" or so as a human, and would swell to more like 13'5" or thereabouts as a Primal Regressed human, making her something of a mini-giantess.)
And of course, Livya can, just /because/, perform acts of vore. Divine side benefits, clearly.
