Naturally, that's where Laskus lives. He lives in the low quarter, and, in particular, he lives in Black Alley, which is HIS, if you ask anyone. There's other places controlled by other people, all throughout the low quarter(which really is more like a third of the city), and knowing who controls what area is key to making it out alive, in some cases. Laskus is known for NOT being a bandit, and for taking a dim view on slavery, which means that slavers operate more furtively than usual, even there. They also try to operate as far from him as possible, which means that the homeless tend to cluster near his home, even when he's not home.
See, Laskus is one of the few who live in the low quarter who have proper jobs. At least, if adventuring and mercenary work could be considered a proper job. He's got a reputation for reliability, as well as skill, with only a few jobs that turned out unexpectedly not being completed. He's also got a reputation for being fairly honorable and honest, but... this is the low quarter. That might just mean he gives thugs a chance before cutting them down anyway.
Still, there's no missing him. Among the human majority in the low quarter, and even the occasional elves, he's impossible to mistake for anyone else. After all, none of the elves have hair as short as his(favoring long hair, in most cases), and no one has hair the same snowy white color as his. His skin is tanned, from many hours spent outdoors, and his eyes are a rather striking sapphire shade, always on alert. He's easily 5'10, with medium-length, messy hair, and slender, somewhat elfin ears. They look a bit different from most elves' ears, but then, he looks different from them. Clearly in good shape, he's fairly athletic in build, and often seen wearing scale armor that's spotted here and there with rust, carrying either a simple, straight sword at his side, or in some cases a gladius. Occasionally, both.
As for his personality, well, he's a friendly enough fellow. Fairly polite and well-mannered(very, for the low quarter), with a mischievous sense of humor that he doesn't often get to indulge, he's a favorite among the children of the quarter, both for his stories and for his gifts, often of sweets, occasionally of coin. He's the go-to guy if there's trouble that the people of the quarter can't take care of, but he never involves himself with gangs or criminal groups.
Still... there's definitely a sense of something more to him, and a few friends of his disappear for a day or two after visiting, only to return, looking quite... embarrassed, but pleased. There might be something to that.
