Her gang comes from the VERY southern side of Harvenburg. Harvenburg Guardians...

1. Push out the assholes that took over the city.

3. Both sides win, more aggressive and evil gangs ousted and more careful guys slip in.
Also, the police don't touch them usually...be it because they get away fast enough, or be it because they just don't care...or because they actually support them. The town basically views them as the 'good guys' that are...well...Guardians...
As for the lioness leader before you...she's not to much of a handful. Good with kids, good in bed, good at many things and very happy to help out someone she believes is an 'okay person'.
