Kyouka might be small, but that doesn't make her harmless. She's a puppygirl, and anyone can tell you that puppies have boundless energy... and it just so happens that Kyouka applies most of her energy to eating and bouncing.
Her small stature doesn't stop her from consuming prey larger than herself, either by swallowing them whole or by swirling them up in her super-fluffy tail. You can usually avoid being consumed by giving her pets, at least!
