The People's Republic of Amalon
The People's Republic was founded over 300 years ago in the chaos following the third American Civil War. With most of the infrastructure ruined and millions dead, only local governments were left, and it simply wasn't enough. Out of the chaos came a general, Theodore Burns, who began uniting what was left of the United States and parts of Canada and Mexico together until he formed Amalon, built on the principles of the original United States.

This didn't last, however, as after General Burns' death, things went south. The lack of infrastructure and rampant spread of disease wiped out almost all livestock, and it was nearly impossible to feed enough people. That's when the Council enacted the Population Control Act, enabling the State to deal with troublemakers below age 21, and also allowing parents to sacrifice their children for the greater good.

The Population Control Act
The PCA says that anyone under the age of 21, regardless of race, gender, sexual orientation or religion, was subject to being culled in the event they violate the law or are turned over by their parents. Some districts have even passed laws requiring a mandatory test, and failing the test results in violating the law. All children are rounded up and sent to a processing center, where they are examined before being moved on.

Inside the facility, they are first harvested for any organs that are in demand, such as hearts or livers, and are often times alive while it is done. After that, they are moved on to be harvested, butchered and processed until they are nothing but slabs of meat. Anything left over is ground up and processed as by-products, while the meat is then sent to authorized food distribution centers, where citizens can obtain it with their ration cards.
