Kohtan

Kohtan City. A large metal contrustion that stands above the water, home to thousands of pokemon who try to get through their day to day living in an ever hostile enviroment. What was once a wonder of a city and a beacon for technological success has now become a hovel of degenerates and corruption. Few of the residents there haven't participated in crime in some form of manner, and those who haven't are often the victims of those who have. Gangs roam the streets and the police are shackled by red tape and corrupt policians. If its not the mugging, its the taxes from the Estate Administration that is bringing everyone down. Even so, the city is home to many colorful people and there is always something interesting happening. Any visit there is guaranteed to be unique and the city is always open to tourism.

Notes

  • Not every pokemon in this world is a sentient or bipedal. Many are still feral monsters that roam the country side.
  • In the current year, Anno Evolutio (AE) 91, finds the city in an era where pay phones are still a thing and a world wide web has yet to exist.
  • Kohtan was built above the Tohrvon River. A massive frame construct that connects two different land masses together.

Kohtan City. Founded by the Pathfinders and Rangers, Kohtan was built over a hundred and twenty years ago by a group of prominent intellects. The city was planned out by the Entrepreneur Initiative to design a central hub for commerce and trade while becoming the forerunner for societal and technological advancement of the time. It incorporated the newest technology, planned out to the very inch on the foundation, pulled in every investor it could, selected some of the finest minds across the globe to take part, and so much more to create the city of the future. The layout of the city was exceptionally well thought out considering its location. Built over a strait, Kohtan served as a port for ships traveling down the Tohrvon River while acting as a bridge over the two landmasses on each side, creating a stop on the way from Gallahrant and Hanvoii. The leaders brought in a workforce of dedicated and skilled personnel to oversee the construction, no shortcuts taken. Standing above the river, hydro generators were built to supply the city with power, ensuring clean energy for years to come. Businesses set up shop, reaping the benefits of the city’s location and exceptional labor force. Those who wanted to push the boundaries in their field were free to do so, progressing forward at an outstanding rate. Kohtan was considered to be one of the best cities to live in the world at its time.

It earned its reputation within the first few decades, but as the years went on, the city failed to live up to the designers’ vision, soon falling into poverty and dilapidation. Those in charge were eventually replaced as the years went by and the new leaders did not hold the same values as those before them. While development was always a plan, without regulation and the original developers, the once careful and deliberate layout gave way to hasty assembled expansions. The influx of population from new arrivals overflowed the availability in the workforce and to combat the rising costs for the city, taxes were raised. Much of the social elite and high class started to leave, taking business with them once political policies targeted them. Then scandals after scandals occurred with the public figures, ranging from mismanagement of funds to embezzlement and worse. Public trust eroded in the Kohtan Estate Administration while the upper classes members that stayed in the city resorted to underhanded means to ensure their wealth, lest they move down to the middle class. With the growing incompetence from the Administration, another power came into play, the Sovereigns. Led by the King himself, this group of organized criminals took control of near everything, the gangs, police, politicians, commerce, and more. The King even settled into the city’s signature skyscraper, In Amber Clad. A terrorized safety settled over the land, most people wringed of their money or possessions in trade for peace. Whatever the King wanted, he took.

That is until a young man named Jerome Javier stood up to him. Banding together with his sister, his girlfriend, and one of the local gang leaders, the group fought back after being pushed too much. To everyone’s surprise, they succeeded, fighting their way to the top of In Amber Clad and bringing the Sovereigns down. With the leader defeated, the Mayor Ezekiel Cromwell took the opportunity to take credit for the group’s actions by affiliation though Jerome’s girlfriend and her job as a rookie police officer. Surging in popularity, Cromwell has since moved into Amber Clad along with the police, making it the center of all political and law enforcement actions while putting into motion means to correct the city. Regardless, most people knew who the real heroes were and for the first time in a long time, it seemed a hopeful glow was basking over Kohtan.

While The King’s arrest led to a short peace at first, things started to get worse without someone to reign in the criminals. The remaining gangs attempted to take control themselves, only to fight amongst each other in bitter rivalries instead. The economy only became more chaotic as corporations backed by the Kings fell apart, making the job market a complete mess. Crime is commonplace, many desperate or vengeful people resorting to violence to try and survive in the city. The state of the city has gotten worse than before The Kings took over. With no one truly in charge now, the city seems to be in a near state of chaos. There was a lot of pressure on the Mayor to take charge, the demand for safety in Kohtan once again. Restrictions were placed on the populace, making even some of the minutest actions imprisonable offences and a wide range of possessions were now illegal to own. As a result, black markets sprung up everywhere, folks able to find anything they want from contraband, electronics, materials, to weapons. To top it off, addictive drugs have become quite the issue in the city, notably the infamous Rare Candy that plagues the streets. Law Enforcement has not been slacking nonetheless. Led by Commissioner Wienfield, the police are doing everything they can to keep control over the city. Officers can regularly be seen patrolling the streets and busts are common. Many officers go over the line though and many citizens think that they are only a few bad days away from martial law. Protests are quite common throughout the city, many standing up against the Administration’s rigid laws or fighting for some perceived injustice, whether it is true or not. Yet these folks almost always run in fear when one of the infamous gangs shows up.

Today, Kohtan is strife with crime, poverty, and political corruption, all three of which are on the rise. Even with how rough the city has gotten, Kohtan is still a vibrant place with some of the most unique people one can come across. The metropolis still holds quite the culture to it, housing thousands of colorful and unique people. Art is a common sight, be it graffiti on the walls statues erected by the university. Free thinkers, inventors, and intellectuals, Doom's Day preachers and Movie Celebrities, along with every saint and weirdo in between, thousands of fascinating people reside in Kohtan. If it's not the people that one desires, then it is what can be found. Anything one would want, it can be found somewhere in the city, either in dark back alleyways or behind the windows of the shops in East Park. Whether it's legal or not doesn't matter, as long as the law doesn't catch wind of it. Indeed, there is a certain freedom that comes with Kohtan, just that it is surrounded by all sides by darkness. Now, with everything laid, the question that remains is where did you come from? A newcomer looking for a career in this great city? A beaten down, grizzled old iron worker who just wants a drink in peace? Or perhaps one of those movie folks trying to keep the industry alive as the studios pack their bags? Or maybe you’re nobody, someone who has yet to find what you can become. Your story is yours to tell, but regardless where you came from, you'll fit right on in here at Kohtan city.

Districts

Kohtan consists of seven different districts each one different from the last. A rule of thumb, the further south one is in the city, the better off it is. The condition of the city only gets worse northward, turning to slums and abandoned ruins at the very peak.

The Hovel: Renamed by the local populace to be the Hovel, Rockwell is where the poorest inhabitants of Kohtan live. Dilapidated and decaying buildings line the streets, gangsters and drug addicts seem to be the only people who reside there and the police almost never enter.

The Docks: A mix of ports and business, Amberlien Falls has started to fall apart as less and less ships started to arrive to the city. In the southwest most section, an old boardwalk stands, abandoned after the ferris wheel collasped and the owners were imprisioned. Now its home to degenerates.

Iron Works: Solely designed for one purpose, Irohon processes all the raw materials and metals that Kohtan exports. Factories, warehouses, and production plants, smoke clouds rise to the skies as employees work long hours to make a living, and if they aren't working, chances are, the staff are at one of the bars on the edge of the district.

East Park: A Home to Kohtan State Univeristy and the Orient Marketplace, East Park is full of interesting people, many from different lands or city states. It has the largest foriegn population in the city, often one of the reason the districted is considered safe.

Longsturm Avenue: Administration, Business, Commerence, and Shopping is what this district is all about. The city's Richest work here and the Estate Administration along with the Police reside in the most signature building in the whole city, In Amber Clad. Standing higher than any other skyscraper, four amber round pilars stand at the corners of this pearl building, looking over Kohtan like a guardian.

Old Oaks: What's left of the middle class reside here. Once the richest part of the city, all the wealthy moved down to Clover Hieghts or left the city. Though considered to be a respectable place to live, trouble continues to brew on the border between the Iron Works and Clover Hieght.

Clover Hieghts: Gated communities, constant police partols, high end living, and a giant wall that seperates this district from the rest has made place into a paradise for those who live there. Built as an extentsion to the city, Clover Hieghts is a result of a few rich people being annoyed with a few delinquents wandering into their original homes at Old Oaks. After a small private venure, they all live in their own ivory towers.
