The dragon, Kamidere, is originally from a planet mostly covered in water filled to the brim with aggressive beasts of varying sorts. Her late sister, Salacia, was the goddess of the tides and she helped to some degree, but controlling the tides could only do so much to help the weak mortals that lived on isolated, water-locked islands and had no choice but to brave the seas to get needed resources. Seeking to help lessen her elder sister's burden as well as find her own sense of glory, Kamidere took up the mantle of goddess of the beasts of the ocean and subjugated them to the best of her ability. It was a massive undertaking, but ended up becoming a huge success, so much so that as society progressed and mages learned of combining their magic with technology, began to manufacture air-ships that mages could infuse with their mana to sail through the skies, rather than on the water to help further reduce the dangers they face.

Unfortunately, this meant more people would begin to only see a need for Kii's protection and less people cared about the goddess, Salacia, who had always been fairly frail and sickly. The lack of support of the people led to her godhood dwindling and her own illness growing more and more encumbering. Kii was none the wiser to this, as her sister hid her ailing condition from her out of worry that it would make the great Kamidere have to bow to a weak and undeserving force.
