He is a being that travels through the universe with keys to each realm, planet, plane to make sure the balance isn't tipped too far one direction or the other. If there's some major event going on that is affecting many planets or realms or planes then he jumps in to try and solve the matter. He can phase shift and is immune to every status effect making it to where he can go onto/into every plane of existence and every planet in the universe. He intervenes only when things get too out of control. One example would be genocide. He works to settle matters before it gets to that, then works to repair some of it, before leaving the beings alone to do with as they please.
