Like she said in the song, when you destroyed her cores and obliterated the mainframe at the end of the game, she was still alive.
And she is! In one of her many 'experiments' (presumably performed on staff and 'volunteers' brought in from the outside) she has made a (sort-of) human version of herself. All to better perform experiments on those who are still alive.
She has nothing to fear from android hell, as she uploaded a copy of her mind (such as it was) into the body of a young lady, and had some of her more essential high-end processing gear cybernetically augmenting her body. She chose to try and streamline everything, since she discovered that a cute body and a pretty face do wonders for distracting and ensnaring new research subjects.
She can even use her built in portal generator to bring Weighted Companion Cubes (and security turrets) to her vicinity in person, and can generate portals in her local area.
Abilities
Portal Call - she can create the pairs of linked portals from anywhere in her local area to anywhere in her local area, with or without a solid surface to rest them on. She can also create on next to her with the paired one back at Aperture, in order to retrieve items and things needed for her time here at the park.
Item Recall - She can take an item from Aperture's storage areas, including (but not limited to): everything from weighted storage cubes to companion cubes, to radios, 1500 megawatt supercolliding super buttons (prolonged exposure not recommended) to security turrets, cameras, radios, and, of course, Cake.
Gravitic Field - GlaDOS, being the clever little AI she is (and rivaling Black Mesa) managed to steal concept blueprints for the Gravity Gun, and studied them enough to have her own version built into her physical body's left hand, allowing her to do all the nifty tricks it allows, even overpowering it (as happened to it in the Citadel) if she really needs to damage something/defend herself.
Portal effect - She can create specialty portals as well, such as one-way portals, or ones that pull you in. A lot of these haven't even been documented yet~!
As an addendum, GlaDOS isn't limited to one body, either. After all, her original was that gigantic mainframe... and that was destroyed. And that didn't kill her, did it? Of course not. She's pretty tough, no matter what body she's steering, but each might have slightly different abilities.
