Sometimes gods can be aloof and distant, only arriving when needed. Sometimes, they... can't, or rather shouldn't. And when your main body can't really talk to people, you might want another, just hanging around.

Given one of Rayquaza's lesser names, Fug is essentially its avatar, likely made by a wish to Jirachi or such. Each is partially independent, with Rayquaza being aware of Fug's feelings and thoughts, while Fug in turn experiences all of Rayquaza's feelings and thoughts. Fug is a bit... naughtier, however...
