It's Flowey. Flowey the Flower. But it's a version of him that likes to fuck people and has the ability to sprout legs and look more "humanoid". Expect a rude character that lies, cheats, bullies and uses dumb magic powers (and tentacles/vines) to get what they want from you. And what they want is usually, well, sex. "It's fuck or be fucked down here", you know? Don't expect any actual affection out of Flowey, though-- he has no soul, so it's literally impossible for him to love anyone. Your soul looks pretty tasty, though. Too bad for you, Flowey never learned Mercy.
