Well, what else were the people who made her supposed to do with such a massive budget? Standard planes are always suitable hardware, though it gets harder to defend these systems from evolving cyber attack methods, harder to maintain as resources dwindle or have a need to be saved, why not put it on a tinier platform? "Oh no, a girl is a stupid idea, you idiot." Then Raptor was made. After a long planning, development, and construction period she performed well on all tests ranging from maneuverability to ability to service existing weapon systems, but after a few others were made on other platforms the program was seen to cost more than it was worth.

She has been kept in service for nearly three decades and is constantly upgraded, improved, but a sort of mass production is unlikely to happen. Still, she is, with some other aircraft-human hybrids, a staple of ingenuity and ability that other countries can only ever attempt to replicate! This has not escaped her knowledge, and it has made her rather cocky, confident in her abilities against all who come into the skies with her be they plane, plane-girl, helicopter, drone...bird...anything! As time has passed it's gone less to her head than before, but there's still a residual bout of having that cocky demeanor.

Nonetheless, she's not combat tested against other planes even if she has done well in simulations versus other girls that countries have managed to get into the skies, and is certainly able to succumb to things on the ground rather they be made to shoot her down or they confront her in a place that's not her domain. Thanks to the lack of combat experience to prove that point she is willing to look past these things as minor formalities which has led to talk among her opponents that she's going to have to learn the hard way. So if you want to put her in her place after a pitched fight, feel free to try...but don't be surprised if you're her first kill she's gonna tally.
