Background:

It would be nice to say that Emilia Pendergrass was different even special compared to the countless generations of head prefects that came before her, it would be nice to say she was not a privledged daughter of a minor aristocratic family who got all her needs and now obsesses over how to make 'little people' do as they are told often with vore as punishment for disobedience.

That would be nice but alas not to be as Emilia is your sterotypical prefect snob, and failing to meet her standards or whims is dangerous.

Thats not to say emilia is evil, she belives the rules provide the greatest good and that adhereing to them keeps things afloat, but she is nice, if patronising, and is loyal to her friends and those who ask for her help, but betray or cross her and she is not above using your friends as collatereal, since in her mind as head prefect friends and subordinates are the same thing and what are subordinates but political currency to be flushed every now and then.

As head prefect its emilia's mission to ensure order and stability, something she thinks the cheerleaders cant do, and the vore club wants to do the opposite of, so her and her fellow prefects must gain as much control as possible, her second in command Phoebe_Whitepaw who is brutal and effiecent but needs emilia to reing her is, and another of her prefects, her experiment is Rachel_Saunders a former leader of a subversive group in highschool, emilia hopes to reform her into an upstanding citizen worthy of her upbringing, but has preperations for her flushing should that fail.
