Dellinger, a seemingly cute, charming and girly femboy with a petite, handsome body and a happy-go-lucky attitude, but looks can be deceiving and the boy is a notorious, strong and heartless criminal and killer.

He has a delicate, lithe appearance and a smooth, fine skin, overall making him look a bit feminine, plus a sweet, pretty face. Dellinger has ruffled blonde hair that is longer in the back. He wears pink hoop earrings and a white baseball cap with horns coming out of it on his head - the horns are not a feature of the hat, but in fact are natural and extremly durable, tough and sharp. The mark on the center of his hat is shaped like a dark Fighting Fish and has a blue color. He wears a long sleeved shirt with a giraffe-like design on it. Dellinger further stresses the effeminate looks by wearing skimpy, tight shorts and heeled shoes, rather liking the image as trappy boy, not minding some who call him names.

He is part Fishman, although most of him is human, which explains the horns coming out of his head. This also makes him way more powerful, strong and quick than normal humans, and Dellinger delights in the fact he is 'better' than the weaklings around him.

Dellinger has a flamboyant and flashy attitude that matches his eccentric fashion sense. He seems confident in his abilities, as well as a bit arrogant, as he tells Bellamy that he is going to kill him right after demeaning him. He also is a bit too carefree, as he apparently has a habit of blabbing things he knows to others, such as secret information like Doflamingo's order for him to dispose of Bellamy. Because of his confidence, Dellinger holds his own heritage of Fighting Fish fishman with pride.

He is rather sadistic and bloodthirsty, especially in battle such as when he was fighting against Suleiman. Dellinger also believes that strong people do not require honor, but he is prone to cockiness and as such, doesn't take a lot of situations seriously. Dellinger indulges in him showing other wimps their 'place in the world' and finds it hilarious to topple stronger, taller ones despite looking like a sissy runt. Given the chance, he loves to prove his dominance, mock, taunt and degrade others, and he somehow gets turned on by what he causes to others, both getting off on pain or even the death of others at his hands.

Dellinger is easily annoyed when someone else hinders him from killing his intended target. He was very angry at Bartolomeo for protecting Bellamy and swore retribution for his actions. Stating that this was his "family's business", he also shows strong bonding to his own crew, which he considers his family.

Dellinger has been in Doflamingo's crew for the entire 16 years of his life, starting from his infancy, an impressive feat considering that, according to Diamante, of the 100 people that tried to join the crew, only the strongest remained. At a mere two years old, he was strong enough to lift cannonballs and load them. At six years old, he assisted in the takeover of Dressrosa being the youngest member of the crew.

As one of the officers of the Donquixote Pirates led by a Shichibukai, as well as bearing fishman genes, Dellinger is no doubt a powerful fighter. In fact, he is one of the well known participants of the Corrida Colosseum, where the fighters' calibers are rather high. It is said that when the four officers enter the tournament, they have a 100% chance of victory.

Having a pair of horns combined with superior speed annd power, he can use them to impale his foes through headbutts in a spear-like fashion attack, a technique he has shown to be proficient with. He is quite confident in his own abilities and even outright told Bellamy, a pirate with a bounty of Beli 195,000,000 who is older than him, that he was going to kill him. The femboy is also unusually swift as he can move fast enough to create temporary duplicates to surprise unsuspecting foes, as well as dodging Ideo's attacks.

He is apparently extremely proficient in using kick-based attacks, seen as he was able to easily knock out Blue Gilly, a powerful combatant, with a single kick, while leaving no time for the latter to react.

However, as strong as a fighter he is, this is not even the main thing his foes should worry about. Few suspect someone with his looks to be a capable predator, but Dellinger absolutely can devour ones larger than him, digesting them in his stretchy gut, having a glorrious time feeling their demise and agony. The femboy is quite fond of using this method to finish someone off, or spice it up a bit with someone he had fun with and got together, and due to his sadistic, uppish nature, he has no hesitations or remorse.
