Basic Info
Cirno is an infamously dim Yousei, bearing the aspect of ice. Originally hailing (sometimes quite literally) from the lake surrounding the Scarlet Devil Mansion in Gensokyo, a mystical land where many of the worlds supernatural beings had retreated, Cirno was born from the simple fact that natural aspects eventually become yousei. This, of course, doesn't allow for much power or intelligence to be brought to yousei, but the level does vary between each aspect.
Cirno is energetic, and confident in her abilities... yet overall may not be the brightest thing on two legs....She makes a lot of normal yousei look fairly smart with her ignorance, but that does make for a bit more power then most yousei have, and where intelligence hold back...stupidity pushes forward. Needless to say, Cirno has a lot of moxy, a lot of power...and a lot of dumb going for her.
This lifestyle has managed to cause many of the residents of that land (as well as those outside it who are aware of her) to refer to her simply as idiot, or ⑨ much to her chagrin.
Abilities
Flight: Anyone in gensokyo can fly. She has wings, so she can fly pretty fast.
Manipulation of ice: Icicles, snowflakes, cold breezes...she can manage all of it...heck, she can even make a blizzard, given enough anger.
Immortality: Kill a yousei, five minutes later, they come back.

Yeah....this card is...yeah Its a wonderful concept, she makes a beautiful wing pattern with icicles....except she has a very...very...VERY blatant blind spot in front of her. And she wonders why people call her the ⑨.

Every bullet is frozen at the same instant in this unexpectedly amazing spell card After being frozen, the ice seems like it starts to slip at random as it thaws, and is distributed around the area. After it thaws, no one can guess where it will go next. Not even Cirno. In other words, whether this danmaku is difficult or easy, it depends solely on the ice. It's so amazing, I can't use it.

Cold Sign [Insta-Freeze Beam]

Shoots out a powerful freezing beam in three directions. It'd likely be stronger if she had more beams, but four is too much for her, so the beams last longer as a compromise. Can she only count to three?

Temperature: ★★★★★★
Beats down the enemy with a huge ice cube. It's powerful, got a huge hitbox, and can't be blocked in mid-air. She wanted something that looked tough, and this is what she came up with. Short activation time and large hitbox. Most effective when enemy is at bay.

The first real dangerous technique she has created ever since she got older. She uses that old insta-freeze beam and bounces it all around with Ice mirrors. Watch the mirrors, they are the key to dodging this technique, but be careful as with each salvo, the mirrors break and throw out icicles.

An improvement on the Icicle Fall technique...a...very heavy improvement, instead of the icicle wings, she sends out ice beams that form the pattern, each one cracking and releasing danmaku periodically from each wing...Very hard to dodge properly, and do NOT get in the blind spot.

Danmaku is suddenly chilled so that the difference in density of the bullets causes them to crack as a result of this explosive spell card...The danmaku are so cold and densely packed, they even act as a shield for cirno! Making the biggest attack from the smallest danmaku is certainly a considerable feat. However, until they explode, the density of the bullets is low...but getting through that shield is damn tough. Guess Cirno's living up to her title now.
