What started as a nice and gentle act of generosity from a magical girl turned into a real threat.
Most pretend to have seen the pink-haired wish granter, but rare are those lucky enough to tell what happened. Madoka proposes to grant a wish; if people believe in that and decide to ask them something, then they have to be careful about the prices. Nothing comes out free, not even a wish.
People who don't realize this may cost something end up wishing for something they can't pay for. This leads Madoka to take what they have most precious: their lives. Madoka then consumes the person to redeem their debts.
Aside from eating people, Madoka isn't a bad girl. She never forces anyone, and this justifies for her the terrible fate of people being too greedy or people who just ask for it.
