A lower ranking member of The Elysium Philharmonic, a group specialized in sonic and mental manipulation that's considered one of the highest priority foes by the Old Administration. Carmen herself is one of the more "pleasant" members, treating people she fancies as pets with a bit of kindness compared to most of her compatriots.
Just like her compatriots though, the 6 feet tall catgirl is very deadly with her bass, her songs being able to inflict pain, despair, discord, whatever she may wish, and at the same time make them sound like the most relaxing thing you ever listened to, if you're on her good side.
