About Pred City (Description):
In a bizarre world where humans, furred anthros, scaled anthros, aliens and intelligent creatures alike live together in relative harmony lies a colonized civilization on a planet very much like earth. The city itself lies between the coast of the planet's largest ocean and on the outskirts of a vast mountain range. Having been built in a modern/future era, the city is well equipped with an underground rail system, an airport, a spaceport, a cruise ship terminal and even it's own state of the art race track that winds through the entire city. Millions of citizens all live in relative harmony within this city, working normal desk jobs, service labor jobs, construction jobs, entertainment jobs, you name it. All can be found in this great city and it is even one of the most rapidly growing cities in the world thanks to it's innovative incentives system. It offers massive tax cuts for new businesses, has tons of inexpensive housing and storefront property, and being located on a long, empty stretch of shoreline, there is plenty of room to grow!
The city has grown tremendously due to its incentive programs but it is also unique in another respect. Everywhere else in the known galaxy, the act of Vore is generally considered illegal or it is so legal it makes many prey races unable to live there. Many planets in the galaxy are segregated severely to the point where races are completely separated. Humans live in their own, highly defended planets while the inhuman populous thrive either in the wild outer rim planets or the planets of their home world. Pred City was created from the ground up with a new method to maintain a balanced civilization where all races can live peaceful lives together using the Pred/Prey/Switch Point system.
Working Hours:
During the day, from 6AM-11PM, Predding is strictly forbidden. Any predator caught violating this ban will be issued a warrant for arrest and brought in for questioning. The first instance of fatal digestion of the victim is considered a felony and be given 2 months of rehabilitation and 1-10 year(s) of slave service to allied cities. Slave service can include (but is not limited to) personal/private services, labor services, or public services. After slave service is complete, the offending predator will be brought back on parole to Pred City and be constantly monitored for a 4 month period to assure the effectiveness of rehabilitation. Multiple offenses lead to longer penalties or eventually death penalty by virtue of the monthly Predator Games.
Predding Hour
After 11PM is considering Predding hours. Any citizens not interested in participating in predding hour are expected to be locked in their homes with their Pred Security System activated. Activation of the alarm system notifies Pred Police HQ that the civilian is opting out of the predding hours and is indeed checked in at their home. Deactivating the system to allow visitors is permitted at the civilians discretion but in Pred City Court, any predator assaulting a civilian after being given permission to enter is considered to be a indication of willing participation of the predding hours.
In addition, any civilians registered as Prey are considered fair game if out after 11PM. Pred City Police officers are allowed to assist Prey Civilians by escorting them to the nearest Safe Haven at a cost of 25 Prey Points. Civilians found to be intoxicated or under the effects of illegal drugs will not be given this assistance. Civilians found to be participating in any illegal activity will be arrested and incarcerated.
Businesses are permitted to be open during these hours. Employees are paid Points per hour while working in addition to their wages depending on the risk level of their employment.
In the event of death, any civilian will be reform within a city reformation center at the cost of 75 Points. If the civilian's point value is less than -100 at the time of death, reformation will not be issued.
Pred Point System:
Civilians that register as predators are permitted to hunt during predding hours and are expected to follow the laws carefully while participating in vorish activities. Successfully catching and dispatching a prey civilian with a negative or zero prey point license are awarded 5 Pred Points. Dispatching a Prey civilian with a high Prey Point value will result in a deduction of Pred Points.
Pred Points can be best earned by following a Catch and Release rule system. Predator civilians that capture their Prey are permitted to do anything they want with their catch so long as they are released by 6AM when Predding Hours are lifted. Predator Civilians who do this are awarded 1-5 Pred Points based on a mandatory review by their prey.
Predator civilians that do not partake in predding hours are awarded one point a night for the first month. Each sequential month participating in less than 5 predding hour hunts a month result in a pred point increased per night by one point up to a maximum of five points a night.
Pred Points Capacities
100 point limit for Predator Civilians not partaking in Pred Hours.
500 point limit for Predator Civilians that partake in the hunt no more than 5 nights a month.
Unlimited for Predator Civilians that partake in the hunt more than 5 nights a month. Predators in this criteria are given access to the Predator Leader Boards where they can compete with their peers. Points are reset every 6 months. This 6 month period is considered a 'Season'.
Prey Point System
Civilians that register as prey are expected to be home and checked into the Pred Security System by no later than 11PM each night. By registering at home and on time, the civilian is not awarded any Prey Points. Registering at home between the hours of 11:30-12:30, Prey Civilians are awarded two points. Registering at home between the hours of 12:30-1:30A, Prey Civilians are awarded four prey points. This structure continues through 5:30AM awarding no more than 10 points. Prey Civilians not registering in the Pred Security System are awarded 25 Prey Points.
Prey Civilians caught performing a misdemeanor (traffic ticket/parking ticket/etc) will be given a ticket and docked prey points based on the offense. The ticket will enter the prey civilian's name into the Predator Paradise lottery raffle for 30 days. If the prey civilian's name is drawn, they will be collected and thrown at the mercy of a predator, expected to flee and survive for 30 minutes. A prey civilian can pay 100 prey points to remove their entry from the lottery system.
Civilians can register themselves into the 'Willing Participant System', allowing predators interested in non fatal interactions to find suitors to satisfy their needs. Prey Civilians who register themselves are awarded a bonus point for each night they are listed and are awarded 10 points for each unique predator civilian they service during the season using the Willing Participant System. Prey Civilians are only allowed to service one predator a night. Repeat predator interactions are allowed but no points will be awarded.
Prey Point Capacities
100 point limit for Prey Civilians who register at home with less than 10 tardies a month.
200 point limit for Prey Civilians who register at home with less than 10 tardies a month but register in the Willing Participant System at least two times a week.
Unimited point limit for Prey Civilians who do not register at home for a full predding hour duration at least once a month.
Switch Point System:

Switch Civilians are both Pred and Prey. They receive extra points for hunting Prey Civilians, but are worth extra points as Prey to Pred Civilians.
Mercenary Point System:

Mercenary Civilians get point incentives to assist Prey Civilians with current negative point totals. They are awarded bonus points for escorting Prey Civilians flagged as a Bonus Point Target to their designated safe zone. They can also capture Pred Civilians during Predding Hours for points, and are worth more as Prey to both Switch and Pred Civilians.
Point Redemption:
Pred Points
Legal Meat - Predators who do not actively partake in the nightly hunt are permitted to purchase incarcerated Prey Civilians. These civilians were found guilty of crimes and are open for purchase during their time incarcerated.
Predator Paradise - This nightly game show is televised on all television channels during Predding Hours. Contestants are given a chance to show their hunting prowess on live television, hunting prey found guilty of committing crimes within Pred City. Prey Civilians who have received a traffic/parking ticket or have been fined for any other kind of fined offense are entered into a lottery system and are drawn at random in the event of a criminal shortage.
Vacation Voucher - Prey Points can be redeemed for paid vacation from their place of employment.
PPPayment - Pred Points can be redeemed for groceries, transportation, educational/office supplies and/or gasoline.
Prey Points
Night Pass- A pass that permits immunity at night during pred hours. Prey Civilians with these passes are considered off limits for Predator Civilians during the night of their redemption. Passes need to be activated BEFORE 11pm the night the pass is to be used. Ignorance of this law is not an excuse.
Escape Token - A token that is redeemable in the event the Prey Civilian is caught out after hours without a valid night pass. Any predator found not honoring this token will be prosecuted by Pred Police and sent in for rehabilitation.
Vacation Voucher - Prey Points can be redeemed for paid vacation from their place of employment.
PPPayment - Prey Points can be redeemed for groceries, transportation, educational/office supplies and/or gasoline.
Methods to acquire bonus points:
Bonus Point Prey Civilians - Randomly throughout each night, random prey civilians who have not opted out of the predding hours will be flagged as a Bonus Point Prey. Consumption of this civilian by a predator will be awarded a bonus +100 points. The civilian will be docked only 25 points for a reformation and reform regardless of their point value. The civilian can clear this flag by visiting a specific safe zone specified by their Civilian Identification Wrist Device. If the civilian successfully makes it to this safe zone, they will be awarded a +100 Prey Point bonus.
Gamble Points - Prey Civilians are allowed to spend any amount of their Prey Points to put a bounty on themselves. Players who gamble are not allowed sanctuary in any safe house, safe zone, or allowed to opt out of predding hours using the Pred Security System. Predators that dispatch a Prey Civilian with a bounty receive the bounty in addition to any other point values awarded.
Bonus Zones - Each hour, a handful of random sectors of the city will be flagged as bonus zones. These zones award double points for predators who prey upon civilians in this sector. Prey Civilians caught in a bonus zone will only be docked 25 points for reformation and will be reformed regardless of point value.
